La fuente de Cibeles fue diseñada en 1777 por el Maestro Mayor de la Villa y de sus Fuentes y Viajes de Agua, el arquitecto madrileño de Ciempozuelos Ventura Rodríguez Tizón (1717 1785), por encargo del Consejo de Castilla, y dentro del programa iconográfico del nuevo Salón del Prado que había ideado hacia 1776, tras hacerse cargo el año anter.
